Vic: Man likely to admit stealing bushfire appeal tin

Eds: Changes keyword from Bushfires Vic Theft

By Daniel Fogarty

MELBOURNE, Feb 17 AAP - A man charged with stealing a collection tin containing $1,000
for bushfire victims is likely to plead guilty.

It's alleged Troy Barry Hopkins, 36, stole the Red Cross tin from the Prince of Wales
Hotel in St Kilda on Saturday night.

Police claim Hopkins committed the same crime at the Village Bell Hotel, also in St
Kilda, the previous night.

Hopkins did not apply for bail when he appeared briefly in the Melbourne Magistrates
Court on Tuesday on charges of theft and possessing a controlled weapon.

Asked by Chief Magistrate Ian Gray whether the matter was likely to proceed as a guilty
plea in consolidation with other matters, Hopkins' lawyer Tim Fitzpatrick replied "yes".

Mr Fitzpatrick urged the magistrate not release documents about the case to the media,
saying cases of theft were not normally reported on.

But Mr Gray noted there would likely be "intense interest" in the matter given the
bushfire crisis.

He ordered that Hopkins' address, including his suburb, not be published because it
could endanger his safety.

In a statement to the media, police said they arrested Hopkins on Monday night over
the Prince of Wales Hotel theft.

He was arrested while on bail for an earlier theft at the Village Bell Hotel when a
collection bucket for bushfire victims was taken.

In both cases, Hopkins was arrested when he returned to the hotels he'd allegedly stolen
from and was recognised by staff, who alerted police.

He was remanded in custody to appear in court on March 25.

QLD:More rain as Queensland food fears rise

AAP General News (Australia)

QLD:More rain as Queensland food fears rise

BRISBANE, Dec 12 AAP - Flood forecasters are assessing the impact of further rain overnight
over large parts of Queensland.

While the immediate threat has eased, there are concerns over flooding in central Queensland,
the central west and in the border rivers region.

Rain has contracted to the east coast.

"We're expecting those rain areas to move off (the coast) during the course of the
day," said Bureau of Meteorology (BOM) senior forecaster Tony Auden.

Localised storms could still pose a flooding risk, he said.

"They're very unlikely to cause heavy rainfall over a wide area," Mr Auden said.

Rain along the east coast will move inland by Wednesday or Thursday, bringing rain
and thunderstorms.

BOM flood forecaster Jess Carey said a flood peak in the Fitzroy River would not reach
the city of Rockhampton until midweek.

The Fitzroy will reach a 21 metre peak at Riversleigh and should take three days to
reach the coastal city.

The effect on Rockhampton is still being assessed, Mr Carey said.

There has been further rainfall in the border rivers area and river level rises would
bring minor to moderate flooding near Goondiwindi, Mr Carey said.

In central Queensland, Banana Shire mayor John Hooper said "quite a bit" of rain has
fallen overnight on Saturday and its effect was still being assessed.

However, the flood crisis has passed for the moment.

"We're pretty-well right now, I think," Mr Hooper said.

The Leichhardt Highway is cut between Wandoan and Miles and there are restrictions
on heavy vehicles between Taroom and Theodore, he said.

He said the flood level was falling at Theodore, and although the water was rising
at Moura the Dawson Highway should remain open.

There was overnight flooding in the small town of Wowan, cutting the Leichhardt Highway
but the situation has eased, Mr Hooper said.

Flood warnings are current for the Bulloo, Condamine, Maranoa, Paroo, Barcoo, Macintyre
and Warrego Rivers, the Balonne River and tributaries, the Fitzroy River Basin and Cooper
Creek, and for coastal streams and adjacent inland catchments south of Maryborough.

NSW:NSW brothel boss in guilty plea

EDS: Reissuing, fixing spelling of Elliot

SYDNEY, Aug 4 AAP - A brothel boss has admitted organising the bashing and intimidation
of a rival, who was shot dead during the attack on the NSW north coast.

In the NSW Supreme Court on Wednesday, Daniel Clayton Scott, 36, pleaded guilty to
being an accessary before the fact to manslaughter, and accessary before the fact to assault
with the intent to rob while armed.

Radiographer and brothel owner Victor Elliot, 50, was shot dead by two former soldiers
in a bungled kidnap and extortion attempt in May 2000.

He was killed as he left the construction site of a legal brothel he was building at
Chinderah, near Tweed Heads.

Chris Maxwell, QC, for the crown, told the judge Scott was angry that Elliot's brothel
was only 300m from his own premises.

In November 2007, former soldier Mike Anthony Grupe was jailed for at least 14-and-a-half
years after pleading guilty to Mr Elliot's murder.

His accomplice in the shooting, former army colleague Dale Gary Utz, was killed in
2003 by Grupe, who was acquitted of his murder on the grounds of self-defence.

Scott's sentencing will be mentioned before Justice Peter Hidden in the Supreme Court
on August 13.

Vic: Brawl breaks out at wedding reception centre

MELBOURNE, Aug 31 AAP - A man has been stabbed in the leg during a brawl that broke
out among guests at a wedding reception centre in Melbourne overnight.

Police from Caulfield were called to the Matrioshka (Matrioshka) Russian Restaurant
and Reception Centre at Carnegie in Melbourne's south-east at about 1am (AEST).

About 15 people were involved in the brawl which started at the back of the centre
but ended up out the front, Sergeant Robert Dabonde told AAP.

After the crowd broke up and fled, police found a knife with blood on it and a trail
that led to a toilet where they found a man with a stab wound to the leg.

"The patrons were brawling towards the end of the night and it involved separate groups
including a wedding party and various other parties including birthday guests," Sgt Dabonde
said.

"A chap was stabbed in the leg and immediately taken to hospital.

"Police had to use capsicum spray with the crowd."

The man, 26, was not seriously injured and was taken to the Alfred Hospital for treatment.

Fed: Governor-general to open Beersheba memorial

AAP General News (Australia)

Fed: Governor-general to open Beersheba memorial

By Max Blenkin, Defence Correspondent

CANBERRA, April 22 AAP - Ninety-one years ago, 500 Australian horsemen charged across
the desert sands of Palestine to secure one of the most comprehensive yet unlikely victories
of modern military history.

In an hour, they seized the town of Beersheba from a 1,500-strong Turkish force, for
the loss of just 31 dead and 36 wounded.

Coming at an especially bleak time in the worst year of Australia's involvement in
the Great War - 6,000 troops had died in the Western Front battle of Passchendaele that
same month - the Beersheba victory on October 31, 1917 was electrifying for those back
home.

It was even turned into two big screen blockbusters - "40,000 Horsemen", starring Chips
Rafferty in 1940, and The Lighthorsemen in 1987.

Despite that acclaim, Beersheba is little known to current generations more familiar
with the events of Gallipoli and Kokoda.

But that may change this year, with Beersheba a key part of overseas Anzac commemorations.

Governor-General Major General Michael Jeffery will officiate at the dedication of
the Park of the Australian Soldier in Beersheba on April 28.

This will be the first visit to Israel by an Australian head of state.

Major General Jeffery was invited by Israeli President Shimon Peres to represent the
people of Australia for the 60th anniversary of the foundation of the state of Israel.

The park redevelopment was carried out by the Pratt Foundation with the centrepiece
a horse - the work of renowned Australian sculptor Peter Corlett - leaping the Turkish
trenches .

A key feature of the park is a playground designed especially to be enjoyed by children
with disabilities.

The Commonwealth cemetery in Beersheba contains the graves of 1,241 dead of World War
I, including 175 Australians.

The Beersheba battle preceded the formation of the state of Israel by more than three
decades, but the two events are linked by a remarkable historical coincidence.

The same day as the charge, Britain's War Cabinet in London adopted the Balfour Declaration,
backing creation of a national homeland for the Jewish people in Palestine, provided that
did not prejudice the rights of the non-Jewish community.

With the Turkish empire crumbling, Britain was soon to become the colonial master in
Palestine. The Balfour Declaration, the first occasion a world power backed creation of
a Jewish homeland, energised the Zionist movement and culminated with the formation of
the state of Israel in 1948.

Of course the geopolitics of the Middle East were far beyond the comprehension of the
dusty, thirsty, exhausted diggers whose advance on the city of Beersheba, with its all
important wells, had been stalled by unexpectedly stiff Turkish resistance.

Starting at Suez, British, Australian and New Zealand forces had advanced north up the Sinai.

But two attempts to seize the coastal city of Gaza had failed and a fresh plan envisaged
breaking the Turkish defences with an attack on Beersheba, 43 kilometres to the south-east.

The plan was for British infantry to make a frontal assault while the 15,000-strong
Australian and New Zealand Desert Mounted Corps, led by Lieutenant General Harry Chauvel,
approached from the east and north.

By 3pm on October 31, the town was surrounded but remained in Turkish hands and the
allied force, desperately short of water, faced the prospect of having to withdraw.

"Put Grant straight in," Chauvel ordered.

This was the 4th Light Horse Brigade commanded by Brigadier William Grant, who despatched
two relatively untested units, the NSW 12th Light Horse Regiment and the 4th Light Horse
Regiment from Victoria.

The urgency of the situation prompted Grant to opt for a frontal charge.

This was an unusual move as Australian horsemen fought as dismounted infantry, using
their horses only to get to battle in the same manner today's soldier travels by helicopter
or armoured vehicle.

And it was risky, as charging machine guns was by this stage of the war a recognised
recipe for carnage.

Around 4.30pm, as the sun was setting, the 400-500 horsemen set off at a slow trot
from behind a ridge eight kilometres outside Beersheba. With no proper cavalry swords
or lances, most clutched their rifle bayonets.

By the time they were in sight of Turkish lines they were at full gallop, their horses'
hooves kicking up a dense cloud of fine dust.

The speed of their charge carried them through the blizzard of Turkish rifle, machine-gun
and artillery fire, albeit with some losses. Barbed wire could have caused catastrophe
but there wasn't any.

"It was a recklessly daring feat and it came off," said Australian War Memorial head
of military history Ashley Ekins.

"The Turks were beaten by the sheer recklessness of the charge because there wasn't
much fighting power amongst this small group of Australians."

Mr Ekins said most of the troops jumped the Turkish trenches and headed into town.

But some stayed to clear the Turkish defenders from their positions and here the fighting
was vicious and conducted without quarter.

The official historian of the Sinai and the Palestine campaign, Henry Gullett, said
the Turkish defenders were so demoralised they offered only feeble resistance to the bayonet
and their shooting was wild and comparatively harmless.

Within an hour it was all over. A thousand Turks were prisoners with the rest heading
for the nearby hills. Most importantly, the vital wells were in allied hands.

Mr Ekins said the news of the charge captured the imagination of those at home.

"And for a time perhaps it was forgotten that the real war was on the Western Front
and that was all industrial carnage with machine guns and artillery," he said.

"This was glamorous. It had horses and men doing something immensely brave."

Much mythology has emerged about this battle. It was billed as the last ever cavalry
charge. But many others make the same claim about events of World War II and more recently.

It was also billed as the turning point of the Middle East campaign, opening the way
for the allied force to take Jerusalem and Syria. But there was still tough fighting and
another year ahead.

A famous and often-reproduced photo purports to show the charge.

Mr Ekins says he's 99 per cent certain this actually shows a re-enactment conducted
four months later.

Two months before the war ended, the Aussie horsemen were belatedly issued with proper
cavalry sabres and Gullett records that the soldiers enthusiastically took to sword practice.

"And soon there wasn't a wild dog left alive in the Jordan valley," he wrote.

Vic: Fire on whaling ship controlled

MELBOURNE, Feb 16 AAP - A fire on board Japanese whaling ship Nishin Maru is under
control but New Zealand authorities continue to hold concerns about the potential for
a large fuel spill.

A crewman, Kazutaka Makita, 27, of Kagoshima, remains missing.

Maritime New Zealand spokesman Steve Corbett said the crew of 8,000-tonne factory ship
had reported that the area where the fire was had cooled.

"It's under control but we're not quite sure whether it's been fully extinguished yet,"

Mr Corbett said.

"(The crew) have reported the area is cooling.

"They managed to look at the area yesterday but the smoke and heat was too intense."

Mr Corbett said the crew of 31 on board sealed the area of the fire yesterday and had
managed to pump excess water from the fire fight from the deck.

The remainder of the 161 crew have been taken aboard four other whaling vessels, which
came to their aid.

The cause of the fire is unknown.

There also is no sign of the missing crewman but Mr Corbett said the authority did
not believe he had gone overboard.

"The information from the ship is they feel he's either been caught up in the fire
or in the space where the fire is," he said.

Mr Corbett said the maritime authority was concerned the ship was ladened with fuel,
which could start leaking into Antarctica's Ross Sea and create an environmental disaster.

But the ship had reported no oil had been leaked.

"The threat remains which we're concerned about, but these fears are not close to being
realised at the moment," he said.

"We're continuing to monitor the situation."

The Nisshin Maru is the mother ship of a Japanese fleet hunting whales in the Southern Ocean.

It was about 260 nautical miles north of New Zealand's Scott Base in Antarctica when
it sent out a distress call following an explosion and subsequent fire about 3.15am (AEDT)
yesterday.

Fed: A soft drink a day increases diabetes risk by 80 per cent

SYDNEY, April 23 AAP - One sugary drink a day increases the risk of diabetes in women
by 80 per cent, experts warn.

Kidney Health Australia today called on all states and territories to join Victoria's
lead and ban sugar laden drinks at schools.

Dr Tim Mathew, Kidney Health Australia's medical director, said research in the US
had shown one soft drink or sweet juice each day at any age was associated with an 80
per cent increase in the risk of acquiring diabetes in females.

"Sugar sweetened drinks are now the principal source of added sugars in the diet of
Americans, with a similar trend happening in Australia," Dr Mathew said in a statement.

"As a person gets bigger, hyper-filtration occurs and this over filtration is what
destroys the kidneys."

Chief executive of Kidney Health Australia, Anne Wilson, called on the federal government
to run a "drink water campaign" as part of a coordinated program targeting obesity and
diabetes.

"We are supportive of any move which will assist the prevention of kidney diseases
in Australia which is spiralling out of control," Ms Wilson said.

Dr Mathew said this would mean the removal of some soft drinks from tuck shops and
vending machines on school property.

"We believe Australia should have a National Drink Water program aimed at increasing
water consumption by children ages one to 12 to combat the hundreds of millions of dollars
which are spent urging children to drink sugar laden soft drinks," he said.

SA: Bakhtiyari family moved, told to get out of Australia

By Steve Larkin

ADELAIDE, Dec 18 AAP - The federal government told a family of asylum seekers to get
out of Australia after moving them today from suburban Adelaide to immigration housing
in South Australia's north.

Roqia Bakhtiyari and her six children were sent to Port Augusta today during an early
morning immigration department operation. They were given no time to pack belongings.

Her husband, Ali, remains at the Baxter detention centre on Port Augusta's outskirts,
where more than 20 Iranians have been on a hunger strike for about two weeks.

Mrs Bakhtiyari and her children had been living in suburban Adelaide, despite the government
having refused all family members refugee status.

The family says it is from Afghanistan, but the government maintains it is from Pakistan
and can safely return.

Immigration Minister Amanda Vanstone said the living arrangements of the family had
become "untenable" but refused to elaborate.

Senator Vanstone defended the haste of the Bakhtiyaris' removal to Port Augusta today
and would not say if it was a step towards deportation, instead asking the family to voluntarily
depart.

The family had cost taxpayers more than $500,000 in having 20 claims heard and refused
by the courts, she said.

"What I think is appropriate is the Bakhtiyari family accept that they have had a fair
go in Australia, all their claims have been considered, that they accept that and simply
choose to go," Senator Vanstone said.

"If they don't choose to do that, removal is an option that can be considered.

"This family has been given every opportunity.

"They should recognise the reality that Australia has been very fair and they have
had a very, very fair hearing, but haven't been successful.

"It's time to face that reality, and go."

The family's plight attracted international attention in 2002 when, during a mass escape
from the now defunct Woomera detention centre, two of the children fled to Melbourne where
they sought refuge in the British consulate.

Meanwhile, Senator Vanstone said the actions of Iranians on a hunger strike inside
the Baxter facility were "futile".

"The government abhors these sorts of actions," she said.

"The detainees who are engaging in the action are not refugees.

"I strongly urge all those still involved in this futile action to cease immediately."

Three Iranians yesterday came down after spending more than a week on a rooftop at Baxter.

Others have stitched their lips in a hunger strike which began two weeks ago and has
involved up to 27 detainees, according to refugee advocates.

Planning a move can be made easier by using your computer

Whether you're ready to buy your first home--or even if you're an old master of the real estate game--the process of finding, financing and moving into your new residence is one of the most stressful jobs you'll ever take on.Relax--use the Internet to help tame the moving beast and turn a time-consuming, taxing process into, well, a slightly less difficult job.

Begin the process by putting together a list to make sure that none of the myriad details falls through the cracks.

Ideally, you're going to need to start the process about 10 weeks before your planned move date to comfortably cover all the bases.

But if you've got to do it in less time, stick with what must get done and worry about the little stuff later.

The place to start planning your move is at Homefair's Relocation Wizard (www.homefair.com/wizard). By just entering a few bits of information, you get a 100-point (or more) checklist with recommended dates to accomplish each task.

Feeling overwhelmed? Take a deep breath and let's use the Web to take care of the major points, one step at a time.

If your move involves buying (and selling) a home, then you probably want to ease the process by finding a realtor in both your current town and new city.

A good choice with lots of options is Realtor.com (www.realtor.com).

This site offers resources not just for locating an agent but also for home buying and moving in general, as well as locating an apartment, information on neighborhoods, home improvement, safety and security, home services and more.

If your move is to another city, you're going to need agents in both places.

You might also want to go directly to one of the national realty companies like Century 21 ( www.century21.com), ReMax (www.remax.com) or Coldwell Banker (www.coldwellbanker.com).

It's also a good idea to tap into sites like Yahoo's Real Estate (realestate.yahoo.com/) and do some homework on your own.

You can compare salaries from one part of the country to another, research schools and more.

The one thing I have found most useful, though, is the Home Values section (realestate.yahoo.com/realestate/homevalues). Here, you can type in a single address (or a particular street) and find out what the house sold for and when.

This makes for some interesting research in determining what the homes in your neighborhood are selling for.

If you're thinking about doing it on your own, then you won't want to miss the For Sale By Owner Network (www.fsbohomenetwork.com) or FSBO Connection (www.fsboconnection.com) sites.

At these Web pages, you'll find useful tips on the process of buying and selling on your own, property listings and searches as well as links to mortgage information.

Now that we're on the topic of financing, where should you go to find a lender? No matter what your financial situation, it's always smart to shop around for the best deal in interest rate and service fees.

At Bankrate (www.bankrate.com), you'll find a one-stop shop to locate the best rates for all types of loans.

Simply choose the type of loan and city, and this site offers you a listing of lenders with contact information, and you can sort the results by name, date, rate, discount or origination fee and more.

While you're scouring the Web for the best rates, it's also a good idea to cruise over to the Federal Consumer Information Center (www.pueblo.gsa.gov) and read through the government's nine helpful booklets on home financing and sales (viewable free online or you can order the printed versions for a nominal fee). What does Uncle Sam offer? There are tips on how to get your home ready for sale, how to pick the right agent, setting the right price, determining what you can afford as well as information on mortgage insurance, among other topics.

So you've picked where you're going, found a good realtor (or two), secured financing and even found the right house.

Next up, the move, and here's where sites like iMove (www.imove.com), Moving (www.moving.com) or MonsterMoving (www.monstermoving.com) come in.

These Web pages offer online quotes from all the major moving companies, along with packing guides, as well as resources for shipping your car.

If you don't want to use professional movers, you can save hundreds (if not thousands) of dollars by renting a truck and moving yourself.

Even a move across town isn't a simple chore, so consider carefully before you decide to move an entire house across states on your own.

If you're sure you and your family are up to it, then get ready for one heck of a "bonding" experience and navigate to U-Haul (www.uhaul.com) or Ryder (www.yellowtruck.com). Be sure to make your reservation in plenty of time to secure the right truck, and spend some time looking at these site's moving, packing and driving tips to understand all that needs to be done and the limits of your responsibility and liability.

Once you arrive at your new home, there might be some small "issues" that necessitate other arrangements for some of your furnishings.

Perhaps the garage wasn't as big as you remembered, or maybe your builder needs a few more weeks until your new frame actually becomes your new house.

Whatever the reason, many people find that a storage facility can be the next best place to their home, and fortunately there are storage rooms for rent that can accommodate anything from fine wine (in climate-controlled conditions) to the largest RVs (in hangar-like buildings). If you need extra space, then navigate to SelfStorage.net (www.selfstorage.net) where you can search for facilities in the U.S. or Canada, as well as use the size estimator to help determine how much space you'll need.

Another important aspect of moving are utilities--and they're easy to overlook, too, until it's too late.

You've got to remember to turn off all the old services at your previous house, establish new service while trying to time the shut-off and start dates so you don't waste money by getting charged for utilities you don't use.

Between phone, cable, water, sewer, trash, power, gas, Internet (naturally!) and other services, it's not easy coordinating everything--that's where JumpHome (www.jumphome.com) can make your life a lot easier.

The people behind this site will take care of your utility hassles, setting up disconnects and new service dates at your request.

No matter how trying your process of moving becomes, always try to keep focused on the end result--a new home, and keeping a good sense of humor can't hurt, either.

Now get packing!

CAREERS IN INDUSTRY: WOLCE tackles tricky issues.

M2 PRESSWIRE-22 February 1999-CAREERS IN INDUSTRY: WOLCE tackles tricky issues (C)1994-99 M2 COMMUNICATIONS LTD

RDATE:190299

The continuing rapid advancement of technology is bringing more opportunities than ever before to use open learning techniques to achieve corporate and individual training objectives. Consequently, more organisations are supporting open learning in one form or another and more people are using open learning materials as part of their self-development process.

This growth in interest in all things 'open learning' was illustrated last September in the number of visitors to the World Open Learning for Business Conference and Exhibition (WOLCE '98). This year's event - being held at the National Exhibition Centre in Birmingham, on October 6th and 7th - promises to be an even larger affair still. Its organisers, Careers in Industry, hope to attract even more than the 3,000 or so visitors who turned up last year.

"We aim to tackle a number of the 'hot topics' in open learning at this year's conference," said event organiser Richard Lewis. "And, as ever, we expect there to be record number of organisations represented at the accompanying exhibition." Among this year's 'hot topics' in open learning are issues such as 'bandwidth', the design of technology based open learning and computer managed instruction (CMI) systems. On the 'soft skills' side, there is the issue of training trainers to cope with their changing role, brought about by the growing use of open learning. According to Mike Duckett, of Coaching for Success and an associate of open learning specialists Optimum Learning: 'The growth in the popularity and use of open learning has prompted trainers to move from being instructors, primarily based in a classroom, to being facilitators, coaches and mentors. "Obviously, embracing this changing role involves the trainers in learning new skills and techniques, as well as adopting a new mind set. Achieving this painlessly can pose a few challenges for any organisation," he added.

This year, the fourth annual WOLCE conference will not only discuss technology based open learning but will, itself, use some of the techniques which makes open learning an effective medium for imparting and discovering knowledge. Delegates will be able to take part in live satellite link-ups with major figures in open learning across the world. There will also be a number of internationally known speakers present in Birmingham to give a series of keynote addresses touching on the contemporary issues of the industry. Once again, the conference will be 'streamed' to cater for all levels of experience, covering beginners' guides to technology; the strategic issues of open learning, and advanced sessions on digital technology. Each of the streams will feature relevant issues and case studies from a number of different industries.

Topics for the conference are expected to include integration and finding the right product mix; discussing the most appropriate use for desktop learning, including the wider intranet and Internet issues; discovering how to support the workforce and trainer within an open learning environment, and looking at CMI systems and digital technology. Already, over 50 organisations have signed up to exhibit their products and services at WOLCE'99.

These include multimedia developers ranging from AdVal to Xebec McGraw-Hill and, among others, also include authoring toot producers Asymetrix and Macromedia, the Institute of Management, BBC for BUSINESS, Maxim Training Systems, Intellexis International, Sybase Education Services and British Association for Open Learning (BAOL) member Blackbrook House. Blackbrook House, in Derbyshire, offers a venue for training and conferences and is an appointed Technologies for Training (TfT) training information point, offering help to organisations wanting to establish their own in-house learning facilities. According to Alistair Morrison, managing director of CBT developers, BAOL members and WOLCE '99 exhibitors, Skillchange Systems: "As long as learning allows people to move from a position of little or no knowledge/skill to one where they posses a basic level of competence, the format of that learning is immaterial.

"An important point to note, though, is that people learn at different speeds. So a learning mechanism that offers learners an ability to study at the pace best suited to their needs may well deliver a more satisfactory outcome than classroom-based training. "in this context, an open teaming approach is proving to be both efficient and cost-effective as our clients, including Mobil Oil, BP and Jarvis Hotels have found." Those wishing to contribute ideas or case studies for the conference programme should contact Emily Brown on 01 81 785 2288 or email emily.brown@cii-ent.com. For more information about WOLCE '99, contact Olivia Loxham on 0181 785 2288 or visit WOLCE's website at www.distancelearning.co.uk

Notes for Editors

WOLCE is now its sixth year (the conference is in its fourth year) and has firmly established itself as the leading forum for providers of open learning products and services. Combined with a comprehensive seminar programme, the event informs, educates and keeps training decision makers up-to-date with the latest developments in open learning.

WOLCE '98 was held on the 29th & 30th September at the NEC, Birmingham, and attracted over 3,000 visitors and delegates - an increase on the previous year. Visitors were of exceptional quality: 25% were directors or senior managers, 21 % had training budgets of between GBP 50,000 and GBP 250,000 and 22% were responsible for training budgets of over GBP 500,000.

WOLCE '99 will be held on 6th & 7th October 1998 at the NEC. WOLCE'99 has already exceeded last year's number of exhibitors.

Loeb lapse is a huge lift for Team Abu Dhabi duo.

Provided by 7DAYS.ae

THE BP-Ford Abu Dhabi team's hopes of glory in the Dead Sea are alive and kicking after a bizarre crash ended Sebastien Loeb's chances of victory at the Rally of Jordan.

The Frenchman had carved out a healthy lead with a blistering display early on day two. But the championship leader's chances of a 40th WRC win were dashed by a head-on crash on a road section between stages with fellow Citroen C4 WRC driver Conrad Rautenbach.

The crash was a real gift to BP-Ford Abu Dhabi duo

Jari-Matti Latvala and Mikko Hirvonen, who adopted safety first tactics to ensure Loeb's Citroen team-mate Dani Sordo finished first and goes out as roadsweeper early today.

Loeb's five-point lead at the top of the drivers' standings is sure to disappear if Hirvonen and Latvala can hold things together on some tricky stages today - including two lengthy 41km runs alongside the River Jordan. And barring any major shocks they are also set to ramp up their pursuit of a third straight manufacturers' title.

Loeb refused to apportion any blame despite such an elementary mistake when free from danger.

He said: "It's difficult to explain, and very stupid.

"The start and the end of SS11 are very close together, so after I finished the stage I was driving away from it and Rautenbach was heading to the start on the same road.

"It was a hidden corner, he was a bit late so he had to go a bit fast.

"I was not very concentrated on the road section because I had just come out of the stage. The fact is we've lost the lead of the rally and a lot of points maybe."

Latvala produced a great tactical drive on the final stage, finishing 11th to take second spot overall and allow Sordo the dubious honour of starting first on the final 134km.

That means the stages will be clearer for the 23-year-old who runs second. And they will be a whole lot smoother still for team-mate and senior driver Hirvonen, who will overtake Loeb at the top of the drivers' standings with a first or second placed finish.

Latvala said: "At the end of stage 11 my co-driver warned me about the two-way traffic in what's a very narrow stretch of road, then we saw Loeb. He was very quick and Mikko and I were content staying with Sordo.

"I made no mistakes but when I try to push it is difficult to gain time. I couldn't believe it when I saw Seb's accident."

UAE driver Sheikh Khalid Al Qassimi's policy of safety first appears to be paying dividends, although a nasty spill on stage ten almost scuppered his plans.

"Thankfully, there wasn't much damage and I completed the stage," Qassimi said.

"My confidence was a bit low after that but I was able to build that back up."

The Abu Dhabi driver is currently in ninth spot and on course for his highest-ever finish in a WRC event.

Digital Wave Profit Formula Amplifies Number of Entrepreneurs Working from Home.

Bradenton, FL (PRWEB) June 06, 2011

Businesses have long depended upon the visibility they receive from prime locations to draw in new customers. Securing the best office space in a building or on a busy road was once considered a crucial aspect of successful marketing, as it attracted the attention of drivers and pedestrians passing by the space. But with the increasing popularity of the Internet allowing business owners to bring their brands into the homes of potential clients, committing to an expensive rental agreement for prime property is not as important as it once was. Working through the Internet has allowed a larger percentage of new companies to operate out of the homes of their owners, and programs like Digital Wave Profit Formula are increasing their success.

Digital Wave Profit Formula is a program that teaches individuals how to start, manage, and maintain an Internet-based company. Through strategically-developed lesson plans and technical information that has been made accessible to even those individuals that do not have a background in business, this program has armed many entrepreneurs with the skills they need to plan, launch, and grow their online business endeavors.

The use of the Internet as the basis of commerce, rather than an office or retail store, accounts for the large disparity between the overhead incurred by a traditional company and one that operates online. Internet-based brands save on more than just rent; owners of online companies avoid costs associated with utility bills, furniture, decorations, etc. By allowing its customers to cut the overhead experienced by traditional companies and expand their organizations from their homes, Digital Wave Profit Formula has provided an alternative to entrepreneurs who are looking to establish their brands without spending too much capital.

Because the economy has prevented many would-be entrepreneurs from signing a lease on an office and starting their own company, individuals have shown a marked interest in Digital Wave Profit Formula, as it presents them with an alternative solution that decreases the up-front monetary investment. This also cuts the risk, and in an economy that has been tumultuous for the last few years decreasing the risk is one of the first steps in securing a successful business.

ABOUT:

Digital Wave Profit Formula is an educational resource that has changed the way in which entrepreneurs view Internet-based business. Providing the information necessary to learn the techniques and skills required in running an online business, Digital Wave Profit Formula has become an important source of industry knowledge to entrepreneurs looking for a less expensive way in which to do business.

Consumers of all Ages are Going 'Over-the-Top'.

More than 75 percent of all consumers viewing video over the Internet, according to new Accenture survey

NEW YORK -- The majority of consumers of all ages in seven major markets around the world are choosing to watch video content over the Internet via their televisions, PCs, smartphones and other electronic devices, according to Accenture's (NYSE: ACN) Video-Over-Internet Consumer Usage Survey.

Among 6,500 consumers surveyed, 85 percent of participants ages 18 to 24, 82 percent of participants ages 35 to 44 - an especially important demographic to advertisers - and 64 percent of participants over the age of 65 are now accessing and interacting with video over desktops, laptops, Internet-connected TVs and mobile devices. The survey was conducted in Australia, Brazil, Germany, Italy, Spain, the United Kingdom and the United States.

"Consumption of video over the Internet is no longer a millennial-generation phenomenon; it's an activity that crosses all age groups," said Francesco Venturini, Accenture's global broadcast lead. "Video over the Internet is well on its way to becoming a mass medium. Furthermore, it's clear that consumers are ready and, in some instances, may be ahead of the industry in terms of the vision they have for how, when and where they watch and interact with video content."

The survey results reveal that although the television still dominates consumers' viewing preference (at 92 percent), the diversity of electronic devices that consumers use to view video is very evenly divided. According to the survey, 75 percent of respondents use a desktop computer, 72 percent use a laptop and 63 percent use mobile devices to access content. Tablet computers, such as iPads which are new to the marketplace, lag behind the pack at 21 percent, but it is just a question of time before that number climbs significantly, according to Accenture research findings.

"These results suggest a 'form factor' challenge when it comes to mobile video viewing," said Venturini. "With broad access to video across devices with large screens, mobile video viewing will rarely be the first choice among many consumers. Because of this, providers will need to focus on creating video content specifically for smaller screens such as mobile phones and tablets or on creating programming that complements the large TV screen experience."

Viewing Uptick on Non-Traditional Devices

Watching video on non-traditional devices is trending upward. The survey shows that in the past year, viewing increased on laptops (35 percent), desktops (28 percent) and Internet-enabled TVs (26 percent). These trends were seen across all age groups. Growth percentages for most devices were nearly identical for the 25-to-34 year old and 18-to-24 year old age groups.

Multi-Tasking

The myriad of content delivery choices available in the digital world has also changed the nature of the entire viewing experience, including traditional TV watching. There is no longer a single delivery channel or device that receives the uninterrupted attention of viewers. Of those surveyed, 81 percent said they multi-task with other devices while watching TV. Nearly half (48 percent) use a laptop while watching, 41 percent use a mobile device and 28 percent use a desktop computer.

"This fragmented viewing experience may appear to present challenges to advertisers, but companies able to leverage this multi-device, multi-channel addiction of consumers across devices may gain even more viewer awareness and loyalty," added Venturini.

Popular Features

When it comes to choosing their favorite Internet/broadband TV features and functions, the largest number of respondents (40 percent) pointed to catch-up TV, which enables them to watch content that they may have missed. However, only 14 percent of respondents wish to surf the Web on their televisions and only 11 percent desire interactive and social networking functionality.

"Viewers want many of the same freedom of choice options that they experience when using their computers to apply to video consumption," said Venturini. "They value the ability to watch content anytime, however, they do not necessarily want to surf the web and they see relatively little value in using the TV as a gateway device for other applications."

Tablets

The survey also found that the greatest percentage of tablet-enabled consumers (54 percent) is interested in using them for fairly standard video-on-demand and catch-up functions. Though 44 percent of tablet users are interested in the ability to interact with on-air programming to receive additional content related to what they are viewing.

Quality is the Great Decider

Although consumers are viewing video on multiple devices, quality rules the day when they consider selecting new services. Of those surveyed, 48 percent identified clarity of picture and speed of content delivery as the most important technical features they look for in an Internet video service. This proportion was statistically consistent across all age groups. High-definition viewing was a distant second, at 27 percent. The ease of user interface in enabling search and content management, and the use of recommendation engines to point viewers toward content in which they might be interested followed with 14 percent and 11 percent, respectively.

"The biggest frustration consumers currently experience with Internet video is the time required to buffer, download and play a video," said Venturini. "One of the major issues providers must anticipate and solve if they are to be successful in the IP video marketplace is the ability to handle congestion on the network and perform streaming in such a way as to deliver a high-quality experience.

"Consumers are strongly indicating that they are ready for a true multi-device experience - one that goes beyond simply replicating traditional TV on another device. They want an experience where content is important, quality is critical and personalization of the service is a must. Only through embracing and understanding new consumer behaviors will companies be positioned for success in the burgeoning Over-the-top TV market."

Research Methodology

The Accenture Video Solutions survey was an online survey of 6,550 consumers in the following countries: Australia, Brazil, Germany, Italy, Spain, United Kingdom and United States. The research was fielded by Opinion Research Corporation from March 3 to March 17, 2011. The data has been weighted to reflect the demographic composition of the 18 years of age or older population in each country.

Tonie's service sets tone at Pavilion.(Travel)

BYLINE: Val Boje

Among the many young adults I saw in Koh Samui were two Australian women. They had booked their accommodation on the internet. But when they arrived it was nothing like they'd pictured, so they came to Lamai beach where they took a chance at the Samui Pavilion Boutique Hotel and were offered a room.

Like me, they could not believe their good fortune in finding themselves at so beautiful a hotel and, if recent comments on tell-all website TripAdvisor are anything to go by, we are not alone.

On a tour of the hotel, room division manager (and enthusiastic wedding planner) Monton Panurai explained that owner Virach Pongchababnapa took a personal interest in the hotel redesign three years ago, replacing the traditional coconut bungalow style unit with 70 luxurious units of varying sizes in a Northern Thai style.

Apart from the superior sparoom - with a spa bath on a comfortable private balcony - which we enjoyed, there's the spa junior suite with a Jacuzzi plunge pool, the hydro pool villa with an outdoor pool in a private garden, and the pride of the hotel - the beachfront grand pool villa. Monton explained that both kinds of villa are, unsurprisingly, particularly popular with honeymoon couples.

The rooms are all spacious and air-conditioned and have king-size beds and excellent finishes, as well as a range of amenities including day beds, bathrooms, flat-screen TVs and bar fridges. Arrangements can be made to sleep children in some of the rooms.

Gorgeous tropical gardens with their orchid baskets and water features were designed on the principles of feng shui, while the Lookout bar and Patio restaurant offer great sea views. The hotel has a meeting room, library and internet room as well as its own spa.

I had an extraordinary two-hour session with the Spavilion's signature massage - an anti-stress massage which combines Swedish and Thai yoga techniques (about R650) - but there are many other options, including cleansing and detox treatments, facials and massages which can be done in at the spa, in your room, or even on the beach.

Monton's description of romantic weddings at the hotel was tantalising and, in future, he says a budget sister hotel - currently under construction across the road - will offer guests a wider range of accommodation options while still being able to enjoy the superior facilities of the Pavilion.

The Patio restaurant, with its extensive menu featuring Thai and international cuisine, is the domain of food and beverage manager (also unofficial public relations officer and enthusiastic entertainer) Anthony "Tonie" Miranda. All the guests know Tonie and Tonie knows all the guests and is mentioned by name in many of the hotel's online reviews.

Tonie's efficiency and attention never wavered and exemplify the excellent service we and the guests like the young Australians appreciated at this very special hotel.

2007 Fourth Quarter Pro Forma Performance: -- Total revenue was $17.6 million, down 4.5% from pro forma total revenue of $18.5 million in the prior year quarter. The decline was primarily due to the soft advertising environment, specifically at ACN's Minneapolis-St. Paul cluster. Excluding the Minneapolis-St. Paul cluster, total revenue was up 0.8%. In addition, ACN faced difficult year-over-year comparisons. In the fourth quarter of 2006, ACN delivered organic revenue growth of 6.4% in its then owned publications, while the newspaper industry experienced a revenue decline of 2.2%, according to the Newspaper Association of America during this same period. -- Advertising revenue decreased 6.4% to $16.2 million from the fourth quarter of 2006. -- Pro forma adjusted EBITDA was $3.7 million, up 0.6% from the prior year quarter and up 7.4% to the prior year quarter when adjusted for the corporate expense increase due to public company costs incurred in the 2007 fourth quarter. Excluding the Minneapolis-St. Paul cluster, pro forma adjusted EBITDA was up 27.7%. -- Newspaper cash flow, which is defined as pro forma adjusted EBITDA prior to corporate expenses, was $4.3 million, up 5.7% year-over-year. Excluding the Minneapolis-St. Paul cluster, newspaper cash flow was up 33.2%. -- Net loss was $2.9 million, or $0.20 per diluted share, compared to a net loss of $0.23 per diluted share in the prior year quarter on a pro forma basis. -- Internet advertising revenues increased 58.4% year-over-year in the 2007 fourth quarter and represented 3.0% of total revenue in the fourth quarter of 2007. ACN newspaper Web sites generated 4.8 million page views and had 1.2 million unique users during the month of December 2007. -- ACN's 100 print products had a total circulation of 1.4 million in the 2007 fourth quarter. ACN has a free, controlled-distribution model for most of its print products, with circulation accounting for only 4.1% of total Company revenues in the period.

"2007 was an eventful year for ACN as we became a public company, successfully executed on our Columbus acquisition and delivered financial results that place us among the leading performers in our industry," said Gene Carr, Chairman and Chief Executive Officer of ACN. "Our performance was highlighted by growth at three of our four clusters, with Minneapolis-St. Paul being impacted by weakness in housing related advertising, primarily in the second half of the year. Excluding Minneapolis-St Paul, revenue for the quarter and full year was up slightly, while we delivered strong double digit increases in Newspaper Cash Flow and EBITDA in both reporting periods in our other three clusters. This improvement was driven by our ability to successfully capitalize on our Columbus acquisition and our continuing focus on cost controls."

Mr. Carr concluded, "While we continue to execute on our revenue initiatives we are facing increasing headwinds from the challenging macro- economic environment and difficult performance comparisons in the first quarter of 2008, as we delivered total revenue growth of 4.6% and advertising revenue growth of 5.0% in the first quarter of 2007 in our then owned publications. The overall advertising landscape across our markets has become increasingly challenging as advertising budgets tighten. However, we believe we are maintaining our overall advertising share and ACN's community newspapers remain the medium of choice both for local readers and advertisers, giving us the confidence that we have the platform and brands in place for long-term growth. We remain focused on managing expenses and continue to explore opportunities to strengthen our existing clusters and enter new markets that meet our growth characteristics."

Twelve Months Ended December 30, 2007 (Pro Forma): -- Total revenue was $74.3 million, down 3.2% from total revenue of $76.8 million in the prior year period. In the full year 2006, ACN delivered organic revenue growth of 7.4% in its then owned publications, while the newspaper industry experienced a revenue decline of 0.3% according to the Newspaper Association of America during this same period. -- Advertising revenue decreased 3.5% to $68.5 million from 2006. -- Pro forma adjusted EBITDA was $16.9 million, down $10,000 or roughly flat with the prior year, and pro forma adjusted EBITDA margin increased from 22.1% to 22.8% in this period.
